James Webb, the proprietor of the dog walking company Mad Dogs & Englishmen, emphasized the company's adherence to this legal restriction, maintaining a strict maximum of four dogs during walks. This limitation, he asserted, is not only in line with the law but also crucial for safety reasons.

Expressing concern, Mr. Webb conveyed that exceeding the four-dog limit is not only "dangerous" but also falls into the category of an "illegal" activity.

He expressed frustration, shared by his company and franchisees, regarding what he perceives as a lack of enforcement by authorities.
