The restaurant chooses missing dollar signs as a psychological tactic.

Removing the currency symbol disassociates the price from your usual perception of money.

Additionally, removing the dollar sign brings concreteness instead of abstraction.

While "$15.70" clearly communicates cost, "15.7" becomes more abstract. This mental shift allows you to focus on the dish itself, rather than the numbers translating to a dent in your wallet.

Separate wine lists elevate the status of the beverage.  Unlike beers or cocktails with familiar price ranges, wine prices can vary wildly. 

The restaurant assumes that customers lack knowledge of wine bottle prices.

According to restaurants, a large portion of customers will not know the value of any given bottle of wine, thus elevating the status of wine.

They argue that this knowledge gap and markup potential create a minefield for customers.

Many diners lack in-depth knowledge of wine prices.  Restaurants leverage this by marking up bottles significantly.
